USITO's Convergence and Digital Media Forum (CDF) focuses on communications industry policy and regulation (including the telecom law, triple play, licensing) and linkages with overall industry development (including convergence of networks, devices, content and ultimately business models and regulatory regimes) all of which will shape - and shake - our future industry environment.
The following overarching items are CDF's focus areas in 2008.
VAS
Value-Added Service (VAS) and Digital Media
1). Expand catalogue scope of permissible services, 2). Raise foreign equity cap (ideally to 100%),
3). Reduce investment requirements (for telecom FITES), 4). Relax foreign content restrictions for Mobile TV and IPTV, and 5). Define control procedures for sensitive content/services
LAW
Telecom Law & Convergent Regulator
Goal: 1). Commit to accelerated timeline; 2). Adopt consultative process for defining detailed regulations; 3). Adopt international norms for interconnection and access (wholesale/retail structure) 4). Adopt convergent structure
MEDIA
Digital Media Operations
IPTV, mobile TV, etc.1). Specify scopes for participants and clarify regulatory roles 2). Permit foreign participation in operations 3). Reduce restrictions on foreign content on these channels 4). Articulate content control guidelines neinstate co-production JVs and reduce restrictions on foreign programming
3G
3G, WiMax & Wireless Broadband
1). Articulate clear licensing timeline and process
2). Issue licenses without delay
3). Adopt technology neutrality
